Ing. Yaw Osafo-Maafo hails from Akyem Awisa in the Eastern Region. He was educated at Awisa Presby Boarding School, Achimota School, Accra and the University of Science and Technology, Kumasi.
He is an Engineer by training and profession, a Fellow of the Ghana Institution of Engineers. He has successfully branched into banking and finance; carved a niche for himself as an Engineer, Economist, Development Banker, Financial Analyst, Politician and a Statesman. He established his credentials as banking and finance leader by heading and successfully restructuring two major Ghanaian Development Banks – The Bank for Housing and Construction and the National Investment Bank (1979-1992). Hon. Yaw Osafo-Maafo was a Member of Parliament for Akyem Oda Constituency from 1997-2009. He was appointed Minister for Finance and Economic Planning from 2001-2005 of the NPP government under President J. A. Kufuor. During his tenure, he
oversaw the dramatic turnaround of the Ghana economy within four years. This accomplishment was internationally recognised and he was adjudged the best Finance Minister in Africa in the year 2001 by the “Banker Magazine”.
From 2005 to 2006, Ing. Yaw Osafo-Maafo served as the Minister for Education and Sports. Notable among his numerous achievements was the institutionalisation of Distance Education for teachers and the qualification of the Senior National Soccer Team of Ghana (The Black Stars) for the first time in its history to the 2006 World Cup in Germany. He was a founding Deputy Chairman of the Ghana Stock Exchange Council, Past President of the Executive Committee of the West African Bankers Association and served on various corporate boards as a chairman or member including Nestle Ghana Limited, Merchant Bank Ghana Limited, NTHC Limited and National Development Planning Commission. He was very instrumental in the establishment of Donewell Insurance Company of the Methodist Church, Ghana.
Ing. Yaw Osafo-Maafo was elected by the Ghana Institution of Engineers to represent it at the Methodist Church, Ghana. Ing. Yaw Osafo-Maafo was elected by the Ghana Institution of Engineers to represent it at the
Consultative Assembly which prepared the 1992 Constitution of the Republic of Ghana. He was the Co-Chairman of the Transition Team, representing His Excellency Nana Addo Dankwa Akufo-Addo for the newly elected NPP Government of Ghana in December, 2016. Currently, he is the Senior Minister in the government
of His Excellency Nana Addo Dankwa Akufo-Addo supervising, co-ordinating and implementing
government’s economic policies and programmes and Public Sector Reform. In addition to his oversight
responsibilities, he is the Chairman – Cabinet Economic Committee, Vice Chairman – Economic
Management Team (with his H. E. the Vice President as the Chairman), Chairman – Ghana Beyond Aid
Charter Committee, Chairman – ITLOS Ruling (Ghana and Cote d’voire) Implementation Joint
Committee, Chairman – Cabinet Committee for the Reform of Technical, Vocational Education and
Training (TVET) and Chairman – Value for Money in Public Infrastructure Development.
